Warrensburg, June 27, [1865]
Lt. Learning,
You will proceed to Pettis
Co. and investigate the complaint against
Capt. Donohues Co. and report -
You will instruct Capt Donohue that
he will permit no interference with
citizens or their property - that the military
authority cannot and must not be used
in driving out men who have returned
from the rebel army and taken the oath.
These men, as long as they keep the peace
and observe the laws, and entitled to
remain, under the terms of their parole
without any disturbance on the part of the
military authority.
If the complaints are true, and such
conduct is persisted in, Capt Donohue
and his men will have to be dealth
with by the mility authorities -
I trust however, for the honor of our
cause, that these complaints have no
foundation -
