| Synopsis | Marvin E. Proffer was born on February 3, 1931. He served as a Democrat in the Missouri house for thirteen terms, twenty-six years, elected from 1962-1986. During this period he served as chairman of the powerful House Budget Committee. For his most recent biographic entry, see the Official Manual of the State of Missouri, 1987-1988.<br>I met Mr. Proffer at the Holiday Inn in Cape Girardeau around mid afternoon on a day that alternated between partly overcast and stormy. We sat in a pavilion area set off by half walls, filled with other tables and chairs (some of the more distant of which were occasionally occupied by other people), and surrounded by the inns guests talking or eating or swimming in the indoor pool. The outside weather remained visible through distant tall windows and a nearby skylight. The public setting did not appear to hinder Mr. Proffers recollections, and we were even able to achieve a certain degree of seclusion amidst the surrounding activity. Early in the interview Mr. Proffer mentions his youthful athletic achievements, and he obviously still maintains the bearing and energy reflective of the highly motivated. As the following transcript will reveal, he spoke at great length and detail on a number of very interesting subjects. |
